Redownload steam. The game should run just fine with steam in offline. If steam freezes when you try then it sounds like something wrong with your copy of steam. You could also check that you have steam updated. Valve releases updates to steam on a pretty regular basis.

I have to agree Troy. It should be working as intended. Puppies do provide benefits, and are a part of your empire without effecting SP's. Annexing it to raze the city later should effect you. A puppet contributes to trade routes, can provide a little happiness through some policy choices...

I could use a little help on removing the insta_heal_promotion. I managed it at one point, but it was causing a stange issue were I couldn't get saved games to load without crashing. I've tried several dif. updates to remove it with no luck at this point.

Same here. I just ran a validation of the game files through the steam app. It's telling me that 2 files failed to validate and it's going to reaquire them. Hope this is the problem.
