    It's known, it has something to do with how modpacks are made, they don't like empty strings. This is because we now have code that automatically generates HELP tooltips, so we don't generally need the old text, so it has been wiped. But then this issue arises, so we need to sort that out.

    The quotation marks are there to highlight this issue, I think. Every policy branch has an associated title, which you may have noticed. E.g. Rationalism makes you "Chancellor" iirc. You can imagine dynamically updating the tooltip to reflect your current title. But ofc its a bit overkill...

    @burticus That error suggests you havent got one of the DLC. You need them all for the art assets to be usable. If you have them bought then try verifying game integrity. For the crash, please open a ticket on github, this thread wont get checked for that.
