The Khanate should have Writing and Masonic, but since they can't get that yet they should have Guilds instead.

You know, your NPCs would be stronger if you just update their stats correctly. I've seen them miss out two turns of trading resources because you forgot to offer it back up again, I've seen you forgot to even add anything after a turn (although they might have used EP to send to another player; but then they should get at least something.
