If i spend 75 culture to increase my spearmen's basic training stat does the cost of the spearmen go up? If so i fear it much wiser for me to continually develop new UUs and leave the spearmen to stagnate. If not, i can see the value is such an investment.

If you are doing pixel graphics, any paint program can work - I use Corel Photo-Paint which seems to have a nice set of features without being bloatware like Photoshop. GIMP should be cool though I haven't used it much myself. I can't direct you to any tutorials I'm afraid - I just had long experience editing Civ2 sprites and later Advance Wars style ones.
