Community Bugfixes Extended 1.3

The Commander free Promotion and Free town pop Attribute fixes were too buggy and so have been removed for the time being.
The Terracotta army fix has been readjusted so you still get a commander if you conquer it in a later age.
The Iron granting bonuses to Ranged Units has been adjusted so it also wasn't triggering on boats, which also have Ranged. (Another oddity, since it makes things like Attassa work on boats too).
The amphibious ability now also correctly allows embarking/disembarking from rivers.
GuildHalls, Opera Houses now correctly have the influence Tag, and Taverns the Happiness tag so Himiko Shaman's bonuses apply.
Buganda's Intralacustine adjacency now works on Military buildings to provide +1 adjacency with lakes, where before it did nothing.

A requirement was wrong in this mod for Shipbuilding II that prevented land military units going into deep water. Would only happen if you didn't have the Community Bugfix mod on as well, so I didn't catch it. Fixed now

Forgot to add the Iron change for Exploration Ranged, fixed

Exploration:
- Adds naval Tag to Ottru so that it doesn't get affected by the naval pillage bug.
- Adds the Iron giving Combat Strength to Ranged units that is mentioned in loc
- Removes the Shawnee Skote fix. Overfixed, it has the bridge bug problem where it stacks so was giving wayyy too much culture
- adds back the naval pillaging fix (If you don't have it fixed another way with another mod)
- Removed Leiomano loc fix. Seems fixed already and maybe dependency issue with community bugfixes
Modern:
- Removed Brihadeeswarar Temple and Machu Pikchu and StoneHead adjacency fixes, now included in community bugfix
- Fixes Erdene Zuu and Hale O Keawe retriggering culture yields on start of Modern

Always:
- Removed Mobility fixes, done by Firaxis
- Fixes the free Town pop Expansionist Attribute retriggering per age (credit to @bumpyglint)
- Fixes Terracotta Army free Commander retriggering per age (credit to @bumpyglint)

Leiomano loc update entry was causing some issues due to load order problems. Fixed now.

Exploration:
- Fixes the LOC for the Leiomano incorrectly stating it gains Culture on kills inherently (it actually grants it on the Mana civic).

Modern:

- Fixes Brihadeeswarar Temple and Machu Pikchu losing adjacency yields on Modern age. Now Ageless buildings always grant the adjacency yield, and Modern buildings grant the yield, but obsolete buildings do not. Credit to @uniqueduck on CFC.

- Fixes Stone Heads losing culture adjacency for other Stone Heads in Modern
