[1.0.0.167] +2 Housing from Hanging Gardens in EVERY city instead of only in city it is built

From the Summer 2017 Patch notes:
"The Hanging Gardens now provides +2 Housing in city it is built"
In reality, I had +2 Housing in EVERY city after I captured a city with the Hanging Gardens.

p.s. actually I find it a great wonder with this bug
