I tested this with cheats (gave myself 1000000 gold) and information era start. The AIs would usually accept alliance when I gave them 9999 gold. If I tried to offer any other sum, like 10000 or 9998, no deal. Sometimes the sum would be 3999 or 4999, but 9999 was far more prevalent. The price wasn't lowered when renegotiating the alliance (it could even go up, if the previous price was 3999/4999). Seems like they require a bit too much.
Yep, agreed with the above. Alliances are effectively out of the game. Too hard to get and I don't recall anyone complaining there was ever an issue with them before.
Due to the bug:
- Gilgamesh's trait is useless since you can't make alliance without paying tons of gold.
- No inspiration for diplomatic service civic (except from tribal village), good luck if city-states gave you this quest.
Alliances ARE possible when you offer joint war. With no extra gold - just joint war.
On the other hand, joint war itself is too generous post patch- AI loves it so much that they always offer me insane amounts of gold (or just alliance) to do it.
But it's coded right now such that eg they give you 50GPT for joint war. Or just joint war + alliance. But you cannot buy alliance with 50GPT. Interesting

It can work sometimes, but the AI that you want to ally must of course want the war himself/herself. I have managed it to ally once in three games and that was with a joint war as incentive. It should be hard to ally, but I do think they have made it a little bit to hard.
