[1.0.0.167] Venetian Arsenal grants 2 ships in every harbor

Wasn't the Venetian arsenal not changed to only affect its own city port in a previous patch? I get 2 ships now everywhere.
Is this a bug or intended?

I think it's intended... certainly that's what you get.
It's great on an Island Plates map.

yup, venetian arsenal is my go-to wonder in pretty much every game (yeah i like naval units) and it worked independent of where you build the ship since ever.

plus, it doesn't require being built next to a harbor, only next to IZ. i'd be silly if it affected only this city's harbor when it doesn't require the city to have a harbor

Won me my last game. Run the +100% production card for boats, and you can spam them like crazy. Won't work every game if there's too many inland cities, but a half dozen battleship armadas can basically pound any city down to nothing within a couple turns.

I noticed this after I built it. It's kinda odd that it gives you double in every port, and not just the city you built it in.
But if it's intended I guess some Dev with better AI then me finds it alright! ^^
