It appears that when using James of St George to instantly build ancient and medieval walls in a city the option to build renaissance walls is blocked because the game still shows as the player not having built ancient or medieval walls. The option to manually build ancient walls is gone and the option to build medieval/renaissance walls is greyed out because the game thinks ancient and medieval walls have not yet been built.

I've hit a brick wall...


 
It sounds like you are describing what happens when walls are damaged. Scroll down and check to see if there's an option to repair the walls; if so, doing so should allow you to build the renaissance walls. The game won't let you build the next stage of walls if the previous one is still damaged.

The walls were indeed damaged and renaissance walls could be built after a 1 turn repair. Thank you. The repair option was there although the walls appeared to be 100% intact when mousing over the city. Bizarre.
