See save game. In it I (Indonesia) liberate London. But then there is a Military Emergency against Indonesia for capturing London. (I had Quick Saved the game at that point to continue later. The bug (Emergency) appeared when the game resumed.
WORKAROUND: reload from a previous auto save.
