We'd really need some official "intervention" by Firaxis staff against this ugly flaw.. hopefully scheduled for the next Patch cycle if possible!
I absolutely miss that nice GS menu upon every start for reasons nobody can determine in this community or from the minds of good Modders seeking out relevant details or hints.
We examined various probabilities (including Mods Load-Order) without luck.
