[GS] (1.0.0.328)cannot active a random city state in the world builder

I'm a mod-lover and I tried the new world builder in the first time, and find something wrong with it.
First, I open a map randomly created by the world builder, then I add some AI Players with the "Advanced" function. In the "Player Editor" panel, I set some of them to be "Random, Civilization" and some to be "Random, City-State", then I choose some random start points for them like here is for player 3 and there is for Player 20.
Then I start a game with this new map.
Problem is here. Only AI Civilizations showed up, not even one City-State.
Back to the world builder, I now specify some of the city-states, like player 13 is Akkad and player 18 is Babylon. And try it again. OK, this time, Akkad and Babylon show up. For the rest of city-states which stay "Random", no.
Back to the world builder again, this time I tried the World Builder panel on the right hand side. I change the "start position" tag from "Player" to "Random City State", and try it again. Still no.
Well what if I do these two actions both? ...not work...what if I specify some players in AI player panel yet set the start position to be random?...not work...what if...

So, I think I've tried every possible combinations of the settings, and it seems that the world builder just cannot allow us setting the city states "random", while it's totally OK for the Civilizations.
