Very influental bug for oligarchy. Legacy card provides +4+4 (it gives bonus from the government and from civic) and the worst thing - this happens even in other govenment. Summary - oligarchic legacy card gives +8
This isn't quite what's happening. Currently, almost every ability is made permanent when a unit is upgraded - including oligarchy and oligarchic legacy (and great generals, etc.).
I have had a similar experience: when I was in the Monarchy government, my melee units received +4 combat bonus from Oligarchy even though the Oligarchic legacy card was not slotted.
