[1.0.0.38] Displays for Spying

I have noticed, that when sending a spy to a city, the icon list, does not include any of the specialty districts. Example the Hansa for the Germans, does not show any Icons for Industrial Zones, shows like they haven't been built (I was the Germans, and had build the Hansa in almost every city). However once in the city, a spy can defend (If yours) or attempt a mission.
