1.0.0.56 - City State Initial envoy not given

Right upper scout finds Hong Kong at the same moment I get its quest and instead I end up with 0 envoys and a dead quest.... Quest was discovering a second continent.
Sounds like the cause was bad timing?... use the 1 turn before save to change the circumstances and Hong Kong will still not give an envoy.

Maybe I did it wrong but I played it and when I discovered HK the quest was to trigger the inspiration for the Early Empire (which is easy since you are about to grow to 6) and I got the envoy for it

Must be my game, I'll reload in the morning and check. You can see from the screen shot it failed. I shoukd havevreliaded before reporting, my bad.

Not sure - but the screen shot is just telling me that you have a quest. You will not get the Eureka from having 6 population until 3 turns later (again unless I am misunderstanding)

The problem is not the quest. The problem is this city state has 0 envoys.
As the thread title says, no Initial envoy given.

Yes, I see the problem.

It says it is influenced by 0 civilizations. The fact that someone has met the city state, means that the free initial envoy should have been handed out, in which case it should be influenced by at least 1 civilization.
