Viceroy difficulty. Antiquity dig sites requiring Hegemony Civic. All exploration artifacts have been collected.
Preface this by saying, if researching dig sites on a tile with a museum or university exposes the locations of artifacts to all players then this is not a bug. Otherwise AI is ignoring both requirements.
AI has explorers competing for dig sites despite the Hegemony Civic requirement and the AI having significantly less culture per turn making it extremely unlikely they could have obtained the Hegemony civic unless the boosts to AI at this difficulty are ridiculous or AI can ignore the requirements. It is also the two civs with the lowest culture output that are competing for the dig sites. Neither civ has their own buildings on tiles necessary to even research dig site locations.
I am making 554 culture per turn against 53/t for Isabella and 87.1/t for Napoleon. It has been 7 turns since I unlocked Hegemony and only 4 turns since I revealed the dig sites for this continent. It took 4 turns to move to the dig site once revealed. So in that time the AI for both civs would have had to catch up on civics to unlock Hegemony, send an explorer to one of my cities to perform research and then to the dig sites to compete with me...
If this is as intended, my feedback is that I do not like it. I played civ 6 on deity exclusively and am used to AI getting big boosts but this feels more like directly cheating as it bypasses progression requirements.
Culture victory needs tuning either way. It is just way too easy compared to other win conditions but having AI cheat in this way doesn't feel like a good solution. The way the victory itself is achieved needs to be reworked. Did not even need to pursue the antiquity age artifacts as I was able to get the required 15 artifacts from the exploration age dig sites and will be completing the World Fair wonder in 2 turns for a pre turn 50 win while having 0 progress on science and military victory conditions only 22/500 railroad tycoon points. With a stronger grasp of mechanics I'm sure a culture victory would be possible quite a bit earlier. The disparity between these different win conditions is huge. Doesn't feel like it matters much what legacy paths I focused on in previous ages.
