After the climate change has reached level VII continuing already started Flood Barriers is pointless, but the game allows it. I think it would make more sense if they get removed as building option, but if this isn't technically possible or feasible for other reasons, please teach at least the AI to not to continue their construction and to switch over to another production, as a human player will do:
To reproduce with the attached save:
1. The save is from end of the turn before climate change lvl 7 is triggered. Note that I'm building a FB in Kaniana and the Brazil AI in two of their cities.
2. Now end turn, see that the game reaches CC lvl 7 and get notified about the 3m lowlands being lost forever. However, see that both in my and the Brazilian cities the construction of the FBs is still going on.
3. End turn again to see that is not a problem of the game needing to recalculate/adjust - the construction goes on, until the production is changed manually (what a good human player will do) or the useless FB is completed (sadly, the AI seems to do that)
