Because is changed according to a stationing unit. And full hp city's hp can't be seen. Sometimes I misunderstand city's defensive buidings and misjudge to attack.
It's really obvious if the city has Walls, Bastion Fort, or Arsenal. The others you don't need to care about since they only change CS (and HP for military base, but that's so late in the game it doesn't matter)
Then the entire city building list should be shown to every player, not just wonders and defense buildings. All buildings are expected to have a model.
You're confusing handicap with extra ability. Former depends on difficulty and is clearly listed out. Latter is something AI can do that humans can't (that includes taunting the human after bullying a pledged CS).
I believe it's an intended mechanic that VP added a long time ago to compensate for humans' ability to look at the AI's city tile and see the partially-built Wonder model. The mechanics aren't identical, though.

That makes some sense. Because the scope of the city's attack changes depending on the defensive building. To be precise, there is possibility of confusion between the city which has walls and has castle.
