[NFP] [1.0.6.9] Impossible to continue game when Patronate resolution comes up and all GPs are taken

Initial 1.0.0.341 report

I runned into the situation that there are currently all Great People are taken, so that currently no GPP are earned. Then the WC brings up the Patronate Resolution, which is about either doubling earned GPP for a certain GP type or disabling them. This is a situation the game does not seem to be able to handle: I'm stuck and unable to continue when trying to cast my votes, because I'm forced to cast a vote for the Patronate resolution, but I get neither options to choose for outcome A or B - so the game is broken This is not likely to happen in most games (Marathon Speed in combination with lower difficulties is probably the most likely case; another might be the very late game), but it is highly annoying if it happens.

To reproduce, load save, end turn and try to progress beyond WC.

I lost now a 2nd game to this issue under NFP v1.0.6.9. Very frustrating...

I'm aware that this is an issue likely at least 99% of the players will never run into, but for those few who like Marathon games on huge maps it is a literally game-breaking one.

To reproduce with the attached save:

1. See that all Great Persons have been taken
2. End turn
3. The WC comes up and you will not get beyond it because you can't select any valid voting choice for the Patronate resolution

Suggested Solution: If all GPs are currently taken, just make it impossible that the Patronate resolution comes up for voting.
