[NFP] [1.0.7.9] Gaul: King of the Eburones: It looks like enemy units count as neighbor

Unit adjacent to city gets +2 combat strength by King of the Eburones, without any other unit.
It seems city is counted as adjacent military unit.

Anybody can open file and check with Gallic units vs barbarians.

(EDIT) After moving apart from city, the units still have bonus.
Title was changed.

(EDIT) As far as I observe, the first unit of each type has this bug. This first unit has permanent +2 bonus without adjacent unit.
In Gaul2 file... Right spearman is OK, buit left spearman has this bug. Left Gaesatae is OK but right Gaesatae has this bug.


(EDIT) It seems to me this modifier counts enemy unit as neighbor. It's only way how this works as far as I found out so far... Title changed.
If this was intended(not a bug), I'd like Firaxis or moderators to leave notice.
If not intended, please fix bug.

Its not a bug. Its working exactly how it should. You get +2 combat strength for all adjacent units.

King of the Eburones (Ambiorix): Your civilization gains Culture equal to 20% of the unit's const when a non civilian is trained. Melee, anti-cavalry, and ranged units receive +2 Combat Strength for every adjacent unit.
