[NFP] [1.0.8.4] CS picker not available for TSL map scripts

A bit disappointing, as I hoped to use it as tool to populate the earth map script a bit more evenly with major civs and city states:

To reproduce: Set up a game with any of the three included TSL map scripts (Earth, Europe, East Asia) and see that you can't use the CS picker with them

The City State Picker has been purposefully disabled in these TSL maps.

I'm trying to implement such functionality in one of my map mods but was running into a wall. To debug this I created a map mod for TSL Earth and am able to filter the city states in the City State picker. It works! Well...most of the time.

There was some weird bug with the City State picker that I cannot now seem to reproduce.

Maybe that is why it's disabled. IDK

I've also discovered that this method works with WB built maps but not with map scripts.
