[NFP] [1.0.8.4] Minor bug - In congress AI stupidly spends 2 points in favor of competition

It's useless to spend 2 points, right?
If someone votes against it, that someone just won't be part of the competition?
So why vote twice this? Specially when they know they will loose faced to me?

I agree that it is not a really intelligent voting (at least not for us humans, who know the "usual" AI voting behaviour), but theoretically "NO"-votes can stop a competetion - if there are more than "YES" ones. Not that I have ever that competition type getting voted down, though...

In that case, they should actually all vote down, looking at how much I produce GP versus them.
