[1.7.9 & 2.0.46] incorrect -33% combat penalty bug

There was displayed -33% combat penalty during combat.
My empire happiness is -3. This penalty should not be there.

I've had this too, at -9 happy.

I wonder if this is related to the other global happiness/lack of building happiness bugs.

Yep. I think the -33 is actually correct, it is the amount of happiness it shows you in the UI that is wrong.
