one small problem would be cities requesting a new building at the start of a turn
that could be replaced by a queue that is available to both players

u could permanetn allience with some one u share techs, resources,luxuries, Win/Defeat u still have ur oen cities and own units. If u decleare war the other must if u decleare peace tho other is bound by it
