I've just started a game with Brazil at epic speed on chieftain. I've just started a carnival on turn 61, still in the ancient era and 4 out of the 6 civs i've met so far came and pleged to me that their culture is inferior to mine

Happens pretty regularly when you get a bit of tourism in the early eras. Just means you've got a lot of influence with them. It'll drop off real quick.

At least they aren't talking about wearing jeans anymore.

But yeah, it will drop quickly without a steady source of Tourism. Still helpful for the trade route bonuses you get from the influence level, it's worth a lot of early science.
