108.6 OB Bug

I signed an OB agreement, then could not enter the territory without DoW'ing. One turn later, I could enter. I'm wondering if Pangaea Plus may create the occasional bug - my current game and the prior one have been on that map. I also can't buy a monument the turn I settle a city.

Fundamentals of unit movement like this are done in the game core only Firaxis has access to, so this is a vanilla bug. I suspect it's related to another vanilla bug I've encountered (and seen reports of) where citystate borders cannot be entered. The second bug I've seen on all sorts of map scripts over the past year so I don't think it's an issue with a specific map.
