112 RA/DoF bug?

I signed an early RA with a civ in the GotVEM 2, and accepted a DoF with the civ a number of turns later - strangely, the science per turn decreased from 2 to 1 after signing the DoF. Obviously, the expected results would be that the RA science would increase.
