132 - Courthouse Does Nothing

Built a Courthouse after taking over Beijing, and 3 turns later the city was still occupied.

I'd also like to add that I have not had an opportunity occur in the past 150 turns at least, and I'm on turn 332. I thought they were supposed to speed up in late game?

EDIT: The culture on a quarry given from an event did not reappear after a load.

One final bug, I can upgrade my Light Infantry to Airborne after Electronics, despite yet not having flight, and so before I can actually build them.
