The AI got 6 social categories according to the victory summary 50 turns before I did, but they never built the utopia project for the win.

The AI got 6 social categories according to the victory summary 50 turns before I did, but they never built the utopia project for the win.

I also experienced Gandi having a full 6 social policy trees without showing any progress on Utopia. I can't say he wasn't building it, as I took him out 15 turns later before he did build it.

In my case he built the sydney opera house (and several paratroopers) after the 6 policies, so he could have built Utopia for the win. He wasn't under pressure. I kept hitting next turn waiting to see how things ended up. Expected his win after around 15 turns, never came after 50.
