(2-NS) Replace Minefield's "expend all movement" effect with "increased movement cost"

Problem: The AI struggles against minefield as it gets in and out of the mined tiles, losing all movement in the progress (datapoint: @Stalker0 :goodjob: ). While this may be considered a bug to be ironed out, the great wall effect doesn't fit well with the minefield and breaks the flow in my opinion.
Proposal: Replace the great wall effect with increased movement cost, so that the sea tiles of a minefielded city will cost 2 movement point each. This would be much easier to teach to the AI as the minefielded tiles will be basically rough terrain. It will also give the player more incentive to gobble up empty sea tiles, the deeper into the ocean you go, the better.

edit: Well apparently this is how the minefield worked before. I don't know the discussions about it or why it was changed, but the proposal still seems more AI friendly
