Nothing quick and easy - I've never looked into the code that determines whether it'd want to raze or not so it might be a bit of a search. Would have to be another option - and should it not then also apply to force the player to always raze whenever a city is taken so that it's not a hindrance to the AI?
Could be an interesting option... 'Unruly City Raiders'(All captured cities are automatically razed.) or something along those lines.
