This varies between the difficulty levels though. Btw, it tells you all this in the editor. Look it up before you come asking around here, ya crazy hippy!

Okay, so say that I settled my 24 cities already. I'm playin on monarch right now and I'm doing pretty well. I'm about to attack some enemies, would it be best to raze the cities I take over or to take them over and go past the limit this way the other computer civs can't settle there?
I never really pay any attention to the OCN. Hence, I always just keep the cities. The AI would settle there if you razed, so it would benefit you to keep it -- increases your score also

RIght - you can always give them minimal production and fill them with taxmen, or build wealth, or build workers to work land or fill up your other cities.
