25 squares colonies

I remember that when I was playing colonization a long long time ago, I had huge colonies with 25 squares, and not only 9. Today, I can't have such colonies, what is the condition to grow a colony to 25 squares ???

I have played Colonization since it first came out and the colony size has always been 9 squares. As I understand it the original design allowed for a maximum of 21 squares (as in Civilization) but shortly before the game was published this was reduced to 9.
