These were know as Mitch Cows ( whats the german name for them ?)
Specifily designed by the germans to extended the range and duration there Uboats were able to operate at sea. They contained Large amounts of fuel and supplys which were then used to refuel and rearm german Uboats in the atlantic.
This all suddenly ended when US started assigning escort carriers to there convys. Allowing air power to reach the atlantic gap.
 
actually no. They are russian experimental subs. well there was one. It was for a closed cycle engine. the tanks are for the chemicals that the engine ran on.
This is the Soviet submarine S-296.

S-296 was a member of the numerous 'Whiskey' class, Project 613, and was completed in June 1956. The sub was modified to test an experimental closed-cycle engine, which required massive external tanks for chemical storage, as seen in this view. The modification was designated Project KATRAN.
