I set a question,a nd haven't revealed the answer. The reason is because I have asked to be banned for a month, so I can revise for my exams (this place is damn addicting).

The answer is that is was a euphamism used by Soviet Commissars for various "traitorous" acts. Examples of Extraordinary Events included treason, crossing over or fraternising with the enemy, dissent, defeatism, and even drunkeness, or even pure incompetance.
NEddless to say, the penalties were severe.
