Haven't seen any barbarians healing yet. Finished one game with only CEP enabled.

/*
Barbarians Heal
1 = barbarians heal when fortified
0 = barbarians do not heal
INSERT INTO Civup (Type, Value)
VALUES ('BARBARIANS_HEAL', 1);
*/

The BNW Barbarians are brutal! I basically have to pick honor opening every game (immortal). This was not the case in GEM. Honor opening is not that essential in GEM even WITH barb healing.

If we resume barbarian healing, I think we need to grant more boni for clearing barb camps.

+1
I'm taking honor opener and god of war pantheon every game, regardless of what civ I'm playing, what type of terrain I'm in, what victory type I'm going for, etc. because I know I'm going to spend more time fighting barbs than any other activity over the course of the game, and as a result the cumulative returns will be biggest from those.

Yeah, barbs were already boosted going from G&K -> BNW, I'm not sure that they needed a further boost again. It just ends up weakening AI performance, especially given how terrible the AI is at clearing barb camps.

I've noticed another issue: sometimes, AI towns don't even try to shoot barbarians in range. In my latest game, France was completely ravaged by barbarians: everything was pillaged, all workers captured and Paris was brought to red HPs.

As for the OP question, I don't think there is a way to enable barb healing yet - CEP is still far from being finished.

The /* */ symbols you see actually mean the code is commented out so it'll have no effect. I believe that even most of the options that are not commented out are not in effect either.
