3.15 Factories

Factories, smiths etc. no longer seem to register as giving % production bonuses, at least in the mouseover UI.

Similarly for markets, banks, caravanserai.

Workshop seems ok.

I think they are working, but the %mod effects don't show up in the properties of the building.

Looks like this is fixed in source now with the latest commit.
