3 tiles long ranged attack rules

Can someone explain this picture ? Why is it not possible to attack hill 3 ? Is there any way to predict it ?

As far as I can tell:

- You can't shoot up or over a hill unless you are adjacent
- You can't shoot through a forest or jungle tile, but you can shoot a unit on a forest tile or out of a forest tile

Can get very annoying when you can't tell some tiles are hills until you mouse over.

Edit: Oh I see, why can you shoot 1 but not 3? Weird!

Yeah, it's true.
Look how many tiles are Blocked by this madness.
It turns +1 range upgrade into +0.1 range upgrade at random terrain.

Agree with the frustration, but not the math (6 of 18 range-3 tiles are targetable, so that makes it a +0.6666, not +0.1).

Probably doesn't make you feel any better, does it? :)

It's huge anyway. I most cases it means you can't siege a city, only 1 or 2 longbows can attack, instead of 4 or 5.
