The method I've been using to tell who an AI Leader's (Leader A) "worst enemy" is is to go to the Relations screen, find Leader A's portrait, then click on the
other leaders in turn. This will tell you Leader A's view of the other leader. Whichever leader Leader A dislikes the most is their worst enemy. If there's a tie (Leader A is annoyed by two civs) then the one with the lowest relationship score is their "worst enemy")
Let's say you want to maintain good relations with Isabella. She's your biggest trading partner, and losing all the resources she trades with you will cripple your empire. Mansa Musa just offered to trade with you, and you want to know whether it's "safe" to trade with him. Catherine and Caesar round out the CIVs in your game.
To find out if Mansa Musa is Isabella's "worst" enemy, go to the Realation ship Screen. Click on Mansa Musa to see how Isabella views him. Do the same for Catherine and Caesar. If you find out that she's annoyed only with Caesar, you know MM's not her "worst enemy."
Unfortunately, the world has been rather peaceful since you forced the "Free Religion" civic through the Diplomacy Screen. She's pleased with all three of your rivals. Your next step is to add up all the pluses and minuses. The one with the lowest score is her "worst enemy."
This is the method I've been using to tell who a leader will vote for when I attempt a diplomacy win. It's worked like a charm the last three times I tried it, and it seems to work just as well in predicting who someone's "worst enemy" is.
