VP Congress: Session 5, Proposal 46

Proposal
: When you liberate a CS for the first time, in addition to the influence you already gain, you also get +100 resting influence with the CS.

Rationale: Liberating a CS is always a gamble, as it can become an ally for you, but also be flipped by another player and used against you. With an increase to your resting influence, this makes the CS more "loyal" to you, and makes it a bit more difficult for others to flip the CS on you.

Need to clarify something. Is resting influence reset when the CS is conquered? Otherwise it seems easy to farm this resting influence by letting enemies take it over and over.

Fair, my assumption was that it would work like pretty much every other "on conquest" bonus, which is only the first time, but I will clarify that int he proposal.

No.

Additionally, the current Influence bonus occurs every time a liberation does.

Cities do have an "ever liberated" flag though.
