VP Congress: Session 5, Proposal 46
Proposal: When you liberate a CS for the first time, in addition to the influence you already gain, you also get +100 resting influence with the CS.
Rationale: Liberating a CS is always a gamble, as it can become an ally for you, but also be flipped by another player and used against you. With an increase to your resting influence, this makes the CS more "loyal" to you, and makes it a bit more difficult for others to flip the CS on you.
