This proposal affects the CS quest to give a specific unit that's also discussed in (5-59) Nerf "gift specific unit" quest and (5-59a) Counterproposal: Add XP requirement to "gift specific unit" quest. However, it does not conflict with those proposals and can be voted on independently.

Proposal:
In the quest to gift a specific unit, City-States do not ask for units that the player can already upgrade. (This only affects unique units, as all other units obsolete once an upgrade is unlocked.)

Rationale:
Some civilizations have unique units that don't obsolete for a long time after they've been unlocked (for example Persia, Greece, Celts with their unique Spearmen that obsolete at Gunpowder three eras later). Regardless of the proposed nerfs of the quest that are discussed in the other proposals, the quest is much stronger for those civs than for all others, because they can buy/produce the units very cheaply in later Eras (city-states basically always ask for unique units if they're available). This gives the civs an unintended advantage.

With this proposal, a unique unit will only be requested if no upgrade is available for it yet. The value of the quest will then be much more similar across civilizations.
