Currently the +1 per 2 policies adopted with Prora is always given to the Capital, regardless of where the wonder is located.

Proposal:
The Happiness should be given to the city it is built in.

reasoning:
This Feels more like a bug fix, but it does affect balance.
Buildings should give their bonus in the city they are built in

It accurately describes what it does. It’s not a text error. It just shouldn’t work this way. Happiness buildings should give happiness where they are built, not transfer it to another city.

I agree. It's just not a "fix", only a homogeneization of the ways certain effects work in the game.

I prefer "standardization of how certain effects work", or "reconciliation with how certain effects work", but yes.

If you view it that way, then I would consider it a 'fix'. It feels like too minor a change to call it a "change", or even a "tweak" in the title.
