(6-55b) Rename Autocracy and Authority

Based on discussions from the (6-67a) proposal it sounds like there is support for a 3rd option.

Proposal:

Rename Autocracy to Authority.
Rename Authority to Honor.
Replace Honor with Militia in the policy tree and provide an appropriate Civilopedia entry.

If we are going to rename things for clarity that's great. But my lord, renaming something to another name we have used for years now is NOT the way to do it!
