[DLL] (6-93) Land Units Can Blockade Empty Adjacent Lake Tiles

Rational: Lake Tiles are often impossible to access with naval ships so in order to setup a blockade you must embark a land unit onto the lake tile. The embarked unit is a prime target for the city attack and typically takes heavy damage.

Proposal: Extend land units' ability to blockade empty adjacent tiles to include empty adjacent Lake tiles. This would make it so there would be no longer be a need to sacrifice embarked units to create the blockade.

This would apply to Lake tiles only and would not work for Coastal tiles.
 
Next you'll be complaining that it's impossible to blockade a city surrounded by 3+ adjacent lake tiles. You just gotta accept that it's an advantage for settling near lakes.

The AI would have the same advantage, actually it would probably help it take cities.
 
Lake cities are already very weak as is, this will make them significantly harder to defend. The attacker can already park a siege unit behind a lake, shelling the city and be completely safe from defender melee units. Having the city blockade as well from just this is too much.
