(6-31) GPTI Bonuses Scale On All GP Units (Great Engineer, Great Merchant, and Great Scientist Affected)

You only get GPTI bonuses if you build them. They don't work if you only captured them.
Very big, an OP human exploit. Capture an AI city, rebuild their GPTIs, and trade/lose it back to them, and their Great People Bulb will be reduced for the rest of their game.

Same if you capture an AI city and keep it.

I think GEMS bulb should scale off of Towns, Manufactories and Academies you have ever built, without considering current ownership. A good tall buff.

...or just keep the city? You've already incurred all the penalties.

This "human exploit" is the *opposite* of OP; it's a bad strategy.

Just no. This mechanic is specifically intended to reward building GPTIs and keeping them. It's not a bonus for conquerers.
 
I think that would be better for clarity if:
  • bonuses scaled like @Enginseer suggested, so with ALL owned improvements
  • bonus scaler was a bit lower (because now you will have more of them after conquests); this would mean lower gain early on but I think it is ok; this should be amended;
  • GP tooltip mention how many improvements you currently have for the scaler (so f.e. Great Engineer should tell you that you get 500 :c5production: (4 Manufactories)); this would help newbies understand that Manufactories COUNT towards this value and it is important to have more of them no matter where they are from; this could be a bonus amendment;
Why cannot you benefit from someone's improvements? When I can see that neighbouring city has tons of them, I want to grab it.

It's also close to historical accuracy, when Soviets were moving all Manufactories behind the Ural, so Nazis couldn't benefit from them when conquering their lands. That's how it should look like in game. Do not construct GP improvements in placs where you cannot protect them.

I prefer 6-40 from 6-40a to be honest. But if this is problematic, then the values should be adjusted.

The benefit you get is the tile itself, which is stronger than any other tile.
