[GS] 65th city

I am Emperor and later in game (376 turn). Have conquered several civs and kept quite a few cities. Have just captured #65 and #66 and want to install governor but list wont let me select above 64 (2 to the power 6). Is this a limit?

Probably some random bug. I vague remember troubles with doing something to my 48th (or so) city.
