7.1 b14: Unexplained number on AI cities

On all AI cities (including City States), there is a rust-colored number that appears over top of the defense number. I believe I saw this in b12 as well. Partial screenshot is attached. It appears to be counting down to something, such as turns to production, but not certain of that.

I haven't seen anyone else comment on this, so I wonder if it's only me? The only other mod I have currently is R.E.D.

Incidentally, I will not be playing with that mod on my next game, as it fails to display unit icons for any pseudo-unique units (e.g., the English civ's Battleship Hood) in the strategic view. Thank goodness for the unit promotion icons displaying, or I couldn't find any units without switching views! Not sure if that's a problem with one mod or the other, or simply the combination of both.

I don't think so, because the city's offensive attack strength is (generally) equal to its defensive strength. One exception is the policy that gives cities +100% to their ranged attacks if garrisonned.

Also, I'm pretty sure I've watched it count down to 1, then on the following turn, it jumped up to a larger number, and I wondered if it had just produced a building (not a unit, since I would have seen it in that particular case).
 
I noticed this appear a week ago and have no idea what it is. It appeared around the same time as the Denmark DLC, though I don't remember exactly if it showed up before or after that DLC was released. It might be some debug information Firaxis added and forgot to disable.
