7.1 Beta 12 AI Phantom Build Bug?

A very strange thing: I had land units sailing about in an inland sea that only has access from French city. Suddenly there was an Iroquois ironclad in there (ramming one of my units). I don't think the Iroquois have OB with the French, but even if they did, could they sail through the French city from the ocean to the inland sea?

EDIT: Never mind - yes, you can sail through a friendly city. I thought I had failed in the past, but I was wrong.

AI units can even end their turn in a friendly city, though human units cannot.
