7.1 Beta 12 Bug - no oil on land tiles

Hi Thal, on Beta 12 I just entered the industrial era. There is no oil on any land tiles, only on sea tiles. I am not playing with any other mod, so it is a possible bug. Thanks!
 
Did you check deserts, tundra, and snow? In beta 8 strategic resource distribution was changed, check out the table under the "Combat" section on civmodding.wordpress.com.
 
Checked the whole map, there are no oil reserves on any land tile in the game, only a handful on coastal tiles but not enough for any civ to build any reasonable number of oil based units. I am playing on a huge archipelageo map, immortal, with 8 civs remaining. I also noticed sparse coal reserves but thought it may just be a result of the new balance and playing on a map with limited land space.
 
On archipelago there probably isn't a large enough area of desert/tundra/snow for oil to appear on those terrain types, so it appears on nearby coastlines instead.

If we acquire 2/3 of the oil in each region we control, and we conquer 4 people by the modern era, we can field 2 * 4 * 2 = 16 oil units. I usually have about 50/50 battleships and tanks. Aluminum supply is about 24, or two dozen aircraft.

When we're playing peacefully and only control one region, we can field 2-3 oil units and 3-4 aircraft. These resources aren't important in a peaceful game, however, since we have less use for offensive units (tanks and battleships). Rocket artillery, aircraft, and subs are better for defense.

To clarify a bit further, the amount of each resource on the map is fixed to the numbers in the table on the website. So if there's 10 players, there will always be 10 * 3 = 24 coal. The resource placement system will continue searching for spots to put the coal until it succeeds. How much water is on the map, or how crowded it is, doesn't matter.

Another thing that changes on an archipelago map is there's probably fewer hills, so each coal deposit will likely be larger than deposits on a continents map. It scales the deposit size to the number of valid terrain plots for the resource.
